Student Complaints Statement

The State Authorization Unit of the University of North Carolina System Office serves as the official state

entity to receive complaints concerning post-secondary institutions that are authorized to operate in

North Carolina. If students are unable to resolve a complaint through the institution’s grievance

procedures, they can review the Student Complaint Policy (PDF) and submit their complaint using the

online complaint form at Student Complaints Site (https://studentcomplaints.northcarolina.edu/form).

Student Complaints
Royal Crest University and Seminary encourages students to resolve concerns through the university’s established Student Complaint and Grievance Policy. Students must first exhaust all available institutional procedures for resolving a complaint.

When a complaint cannot be resolved through RCUS’s internal grievance process, the student may review the Student Complaint Policy of the University of North Carolina System Office and submit the complaint through the UNC System’s online Post-Secondary Education Complaint Form.

Complaints involving independent institutions that are exempt from the UNC Board of Governors’ licensure requirements may be forwarded to the North Carolina Department of Justice or another appropriate agency for review and resolution.

Royal Crest University and Seminary is committed to resolving student concerns fairly, promptly, and without retaliation. Students are expected to make a reasonable effort to resolve complaints through the university’s established Student Complaint and Grievance Policy before seeking review by an external agency.

A student who has exhausted all available institutional grievance and appeal procedures and believes that the complaint remains unresolved may submit the matter to the North Carolina Office of Post-Secondary Education Complaints, administered through the University of North Carolina System Office. The state requires students to complete the institution’s internal complaint process before filing a state-level complaint. (northcarolina.edu)

Students may review the state complaint process and complete the North Carolina Post-Secondary Education Student Complaint Form online. The form permits students to describe the complaint, provide supporting documentation, and authorize the UNC System Office to forward the complaint to the institution or appropriate reviewing agency. Questions regarding the state complaint process may be directed to studentcomplaint@northcarolina.edu. Complaints concerning institutions operating under a religious exemption may be forwarded to the appropriate state agency for review. (northcarolina.edu)

Submission of a complaint to an external agency does not automatically result in a decision in the student’s favor. Students should retain copies of all complaints, institutional responses, appeal decisions, correspondence, and supporting documentation.
